Urban Design and Economic Policy Project Manager

Coalition for Queens (C4Q) seeks an Urban Design and Economic Policy Project Manager to help lead the Queens Tech Strategic Plan. The Queens Tech Strategic Plan is a multidisciplinary community-based urban and economic development initiative by Coalition for Queens with the support of the Queens Borough President’s Office, NYC Mayor's Office, and Cornell NYC Tech to envision a vibrant and sustainable Queens tech ecosystem. With its nascent tech community, diverse population, and latent talent, Queens has the potential to be a leading hub for tech innovation and entrepreneurship. Working closely with tech companies, entrepreneurs, technologists, and the local Queens community, the Queens Tech Strategic Plan aims to identify opportunities to build upon the current tech activity and propose initiatives to support its future growth in Queens & New York City. By offering a long-term comprehensive action plan for growth, the Strategy builds upon the growing tech community in Queens and harnesses the potential of the borough.



  • Assist Executive Director and Product Director with program management of a community-driven tech urban development plan
  • Conduct comprehensive research and analysis on different components of the Strategic Plan, including tech policy, land use and zoning, transportation, economic development, and other policy issues
  • Develop spreadsheet models and use other techniques to analyze data; carry out economic impact analysis
  • Develop a deep understanding of current policy and economic initiatives, including an assessment of other tech hubs and case studies
  • Produce maps, charts, graphics, presentations, and other visualizations for workshops, public information sessions, as well as final report
  • Oversee design, production, print, and release of Strategic Plan report
  • Assist in the production and execution of community events, workshops, and Strategic Plan meetings
  • Coordinate and schedule meetings and conference calls with
  • Create, maintain, and update GIS maps and other forms of data necessary for Strategic Pan
  • Work with the core Strategic Plan team, Task Force members, community stakeholders and other various groups to formulate strategic planning policy recommendations
  • Maintain memos, letters, paperwork, and other related documents


  • Bachelor degree or higher in urban planning, architecture, urban studies or other related program

  • Minimum three years of experience

  • Strong understanding of land use, zoning, and other city planning concepts and policy

  • Savvy strategic thinker with the ability to think both short-term and long-term

  • Strong quantitative and problem-solving skills, comfort building financial models, and skill working with data sets
  • Excellent attention to detail and record keeping
  • GIS, Adobe Suite, mapping skills required; graphic design experience a plus

  • Demonstrated project management experience

  • Able to work across different disciplines and with multiple stakeholders under tight deadlines

  • Able to reprioritize, shift energies, and quickly adjust to shifting timelines while maintaining momentum

  • Ability to work with limited supervision

  • Strong mission and values alignment with C4Q, and interest in technology
